About the role

As a Senior Officer, Insurance, you will be accountable to the Principal, Insurance for independently assessing member compliance with requirements under CDIC’s by-laws and identifying approaches to resolution for instances of non-compliance. The incumbent will be relied upon for the development of policy positions to support by-law modernization and to communicate effectively with CDIC’s membership as well as CDIC’s senior management on CDIC compliance matters. The incumbent will also support the team’s core premiums administration and member administration functions. This role combines analytical, judgement-based work with some administrative and coordination responsibilities to support the overall effectiveness of the team.

 

This role can be performed from our Ottawa or Toronto offices, following a hybrid model approach. This is a full-time permanent opportunity. 

 

CORE RESPONSIBILITIES required for this role

  • Assess member compliance with requirements under various CDIC by-laws, identify instances of non-compliance, evaluate implications and use judgment to propose appropriate solutions.
  • Engage with senior officials of member institutions to address compliance issues, and resolve matters involving ambiguity;
  • Review CDIC by-laws within the Insurance team’s mandate, identify gaps and recommend updates to ensure they remain effective and fit for purpose;
  • Research and analysis related to CDIC’s membership requirements and the deposit insurance framework;
  • Draft correspondence (e.g., guidance, briefings, memos) that are relied upon by member institutions and senior management.

 

Specific Accountabilities: 

  • Contribute substantively to the development of new deposit product eligibility frameworks and policy analysis related to deposit-like products such as stablecoins, and tokenized deposits;
  • Manage assigned components of the premiums administration function including compliance review, documentation, file management, and audit support.
  • Conduct compliance assessments under CDIC by-laws, document findings, and identify issues requiring escalation.
  • Communicate with senior officials of member institutions to address instances of non-compliance, clarify expectations, and document outcomes.
  • Provide independent analysis and recommendations to support by-law updates, collaborating with internal stakeholders (e.g., Legal, Policy, Communications, Member Risk & Resolution) to implement required changes;
  • Research and respond to queries from member institutions and the public, and prepare reports and draft correspondence for senior management regarding CDIC’s deposit insurance framework and membership requirements;
  • Develop, maintain and suggest enhancements to internal tools, databases and processes that support compliance activities.
  • Contribute substantively to the development of new frameworks (e.g., assessing new deposit and deposit-like products for CDIC protection eligibility).
  • Lead the Insurance team’s review of CDIC members’ online presence to assess compliance with requirements under CDIC’s Deposit Insurance Information By-law (DIIB) and document findings.
  • Analyze and review member filings and produce reports using data visualization tools (e.g., Power BI) to identify trends, variances, and compliance insights, in support of audit and premium administration.

  • Strong analytical capability and ability to interpret and apply regulatory frameworks in evolving and ambiguous contexts.
  • Ability to work independently, take initiative, and exercise sound judgment and discretion when addressing complex and ambiguous subject matter and engaging with internal and external stakeholders.
  • Ability to communicate clearly and professionally with member institutions, internal stakeholders, and external partners.
  • Excellent verbal and written communication skills in both official languages are an asset.

 

Required EDUCATION & EXPERIENCE

  • Degree (baccalaureate or a higher-level degree) from a recognized university;
  • 3-5 years of compliance, policy, risk, legal or audit experience (practical experience related to the role is an asset, experience in the financial services sector is preferred);
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, SharePoint and Outlook);
  • Experience in designing implementing, and/or adhering to controls and application of robust documentation practices;
  • Knowledge of current financial sector policy issues is an asset.
  • Experience in the use and maintenance of automated databases is an asset;
  • Experience with financial reporting and financial analysis is an asset;
  • Experience with data visualization tools (i.e., Power BI, Tableau, etc.) is an asset.

Language Requirements: English Essential

Security Clearance: Eligibility to obtain a Secret-level security clearance
